Etymology-Online describes manikin as a “jointed model of the human figure used by artists” and mannequin as a “model to display clothes”. https://www.etymonline.com/word/manikin
So I’d say they’re not necessarily the same thing, though I imagine something can be both at the same time. Both words derive from the same Dutch word, but mannequin took a detour through French.
